DOA Continuous Monitoring System
DOA Score Card System is one of the means used for Airbus DOA Independent Monitoring to focus on the continuous monitoring the DAS effectiveness by means of collecting and reporting of DOA issues within the DAS DOA Score Card System, DOA Continuous Monitoring System
(i.e. procedure adequacy and adherence, responsibilities, organization structure and resources) to give more visibility to DOA management. The output of DOA Score Card system is the DOA Score Card issued by relevant domains. DOA ISM Dashboard is the upper level document which includes several sheets to show most significant issues, trend analysis and the maturity evaluation information of DOA Score Card based on the DOA Score Cards as inputs. The DOA Dashboard is issued every quarter with reporting of top 3 DOA issues to the HDO. For more details, see AP5379.
Other means for DOA surveillance
Other typical means for the internal DOA surveillance used by Airbus to verify and evaluate the DAS effectiveness are as follows:
Programmed DOA audits (within Airbus and at partners/subcontractors);
Adhoc investigations decided after identification of significant deficiencies;
Design Assurance Reviews (DAR) conducted with Airbus subcontractors/partners;
Design Assurance Team meeting and surveillance activities;
Analysis of airworthiness issues from ARM and those notified by Aviations Authorities;
Feedback (DOA issues /corrective actions) from deliverable monitoring per relevant Domain and process monitoring by Process Owners;
Day to day monitoring of working practice.
The surveillance shall enable the identification, reporting and resolution of DOA deficiencies such as inadequacy of organisation, staff, qualification and knowledge of procedures. The DOA audit needs are identified by the DOA Control Manager and reported in the General Engineering Surveillance Plan. Audits are planned and performed according to Airbus Quality procedures.

QEO Vision

To be accountable via proactive support to the Airbus Design & Airworthiness functions to deliver efficient compliance to the Part 21 DOA regulation
QEO Mission QEO is responsible for the DOA independent monitoring function and is also responsible for the development and definition of Airbus DOA policy which is necessary to maintain and to extend the DOA Terms of Approval (ToA). The Head of DOA Independent Monitoring is nominated by the Head of Design Organisation and reports ffunctionally to the Head of Design Organisation. QEO organisation is composed of four DOA work streams for higher efficiency and full visibility internally and in front of Aviation Authorities (e.g. EASA, CQC) to:
Strengthen EASA interface;
DOA expertise and DOA policy;
Improve the DOA/POA interface: internally and externally with POA suppliers;
Rationalize supplier control DOA independent monitoring via transverse management role.
In addition, QEO represents Airbus in design organisation rulemaking activities relevant to the DOA in front of the EU/EASA, as well as other Aviation Authorities.
DOA Certificate Airbus SAS has been granted with an EASA DOA Certificate n° EASA.21J.031 on 28th September 2004, which replaced former Joint Aviation Authorities (JAA) & French Direction Générale de l'Aviation Civile (DGAC-F) DOAs.
When granting a Design Organisation Approval (DOA), the European Aviation Safety Agency (EASA) confirms the capability of an organisation to design civil aircraft, changes, or repairs to these aircraft in compliance with the applicable airworthiness and environmental protection requirements. This capability encompasses initial design, through development, integration, flight-testing, certification, and continued airworthiness up to removal of the aircraft from service. As DOA holder and according to the DOA Terms of Approval (ToA), Airbus is allowed to issue airworthiness approvals using DOA privileges granted by EASA or to apply for approvals to EASA.
