Detailed Description
  • Initiated by the governments of Australia and New Zealand, the Pacific Island HIV and STI Response Fund 2009–2013 (“Response Fund”, RF) is a US$30 million multi-donor pooled funding mechanism that supports implementations of national and regional HIV and STI strategic plans. The Secretariat of the Pacific Community (SPC) was responsible for the management and the administration of the RF.
  • In the course of three separate missions between Sept. 2010 and June 2011 the consultant, first, reviewed the 7-stream funding mechanism and submitted recommendations for its improvement, which were endorsed by the RF Governing body. In a second and a third mission, the consultant developed over 40 different documents, including guidelines, manuals and templates, for grantees as well as for the Grant Management Unit of the SPC, to enhance grant implementation and performance.
  • Finally, the consultant also developed a specially-designed tool to assist grantees and the Principal Recipient in setting the logframes and Monitoring & Evaluation frameworks for the respective 120 existing grants in 14 Pacific countries.
