Mr. Outlaw Jr owes his business skills in part to his father, a self-made smart businessman. He honed these abilities to earn his bachelor's degree in business administration in accounting at Howard University. While at Howard, he played on the football team and joined the Kappa Alpha Psi fraternity. Later, he earned his master's degree in business administration at the University of Chicago, where he was president of the National Black MBA Association.

Mr. Outlaw Jr then moved to a corporate finance associate position at First Bank System in Miami, researching mid-market companies. He stayed in Miami and transferred to Ryder Systems as a financial analyst, and devised business plans for its various units. Afterward, he worked as a principal and director of research at Sturdivant & Company in New Jersey and evaluated stocks of large companies. He then established BOE in 1997.

An aficionado of fine restaurants, Mr. Outlaw Jr also enjoys traveling and following Philadelphia sports teams. He takes pride in raising his children and supporting the schools he attended.
