John Barrett is a financial professional with over 15 years of experience in financial managerial roles across New Jersey, primarily with state counties and municipalities. He became proficient in report writing and top-level strategic planning throughout this time, as well as developed knowledge of best practice models and finances for counties, municipalities, and boards of education. In addition to other licenses and designations, he is a Certified County Finance Officer and a Certified Municipal Finance Officer. John Barrett also belongs to the Government Finance Officers Association of New Jersey.
For 12 years, he served as Hamilton Township’s chief financial officer and director of finance. During this time, he rectified several years of budget deficits and grew the municipality’s fund balance from $80,000 to more than $10 million. Furthermore, he supported negotiations with multiple bargaining unions by assisting with the financial modeling for this endeavor. He was also responsible for managing Hamilton Township's annual budgets, which exceeded $120 million at the time.
Today, Mr. Barrett helms PM Consultants, a governmental consultancy firm that he established in 2006. In this capacity, he provides financial and administrative services to help counties and municipalities across New Jersey improve their government operations. Alongside his work at PM Consultants, he also functions as a financial consultant and business administrator for the Borough of Spring Lake Heights.
