Assistant City Manager

Carl Alameda is a public service professional with over 20 years of experience in municipal government, higher education, and property management. As Assistant City Manager, he has led departments responsible for human resources, finance, emergency preparedness, and public communications. He also introduced a citywide training and performance evaluation system, which improved organizational effectiveness and supported employee development throughout the city.

His professional journey began after earning a degree in political science with an emphasis in public administration from California Polytechnic State University. He then completed graduate studies at the University of Southern California, receiving both a Master of Public Administration and a Master of Planning. Recognized as a Dean’s Merit Scholar, he entered the public sector with a strong academic foundation and a focus on practical service.

Throughout his career, he has held several leadership roles, including Assistant City Manager and Director of Administrative Services, and has served as Interim Director for both Public Works and Finance during key transition periods. In each of these positions, he has managed budget planning, led labor negotiations, overseen emergency operations, and facilitated cross-department collaboration. He modernized evaluation systems, strengthened internal coordination, and served as a liaison to both the Art Commission and the Disaster Council.

Alongside his public service roles, he has nearly two decades of experience in managing residential and commercial properties. His work has included overseeing Section 8 and market-rate housing, ensuring HUD compliance, managing tenant relationships, coordinating inspections and maintenance, and working closely with financial professionals to maintain accurate reporting and operational performance.

Since 2018, he has served as an adjunct professor at the USC Sol Price School of Public Policy, where he teaches in the Master of Public Administration program. His courses focus on bridging classroom theory with real-world examples from his experience in the public sector. He has remained active in the USC community through his service on the Board of Governors and leadership in the alum association. He also played a key role in founding a fellowship program that supports graduate students interested in careers in local government.

His professional involvement extends to leadership in public administration organizations. He has served as President of two associations and chaired a regional division, providing mentorship and guidance to peers in the municipal sector.

Outside of his formal roles, he has volunteered for nearly twenty years as a youth and high school sports coach. His coaching experience spans football, baseball, and softball, and he has taken on leadership roles in various local athletic programs. He remains connected to his high school and university through alum activities and participation in a university athletic support group.
