An independent consultant since 1991, Robert A. Whirry has worked with dozens of public and private organizations including the Alameda County Health Care Services Agency in Oakland, California; the University of Texas Health Sciences Center in San Antonio, Texas; and the National AIDS Fund in Washington, DC. Robert Whirry’s history in the field of health and human services dates back to the early years of the HIV/AIDS epidemic.

Mr. Whirry became the first grant writer for AIDS Project Los Angeles (APLA) in October of 1985. Helping this small organization secure essential funding, he played an integral role in the APLA’s expansion from 14 to 140 employees over a period of five years.

In addition to writing grants, Robert Whirry has authored or coauthored a number of influential reports over the course of his career. These reports include comprehensive HIV prevention and care plans for the State of California and a ten-year plan to end homelessness in America for the National Alliance to End Homelessness.
